The effects of the usage of the first strike launch attack would result in a retailatory second strike from the targets, causing everyone to have died & will not be able to claim the title as "Winner", There would no winners, However, In a galactic war, Some extraterrestrial life forms such as the Sith, can survive the impact of the attack, sometimes, they couldn't have gotten around to finding the resources for a second strike attack. It is possible that one side can claim winner if they survive the war, Some life forms get weakened, but still live through it, like when the Sith King got out of the rubble of his old palace, he had apparently survived the landing, possibly because he was inside his palace, but it's possible that an extraterrestrial can die of the attack if hit directly or is next to the explosion or standing out in the open, This kind of war was won in 2045 by the Penguins after they attacked the Sith King with a first strike, The King's second strike was a laser assault, The Penguins cancel out the third strike upon learning the Sith were defeated, This was also a Moonman victory.
